I agree, this is just simply a way for you to get lower rates on your gas or electric bills. Since new laws were passed alot of consumers are not aware of this right...i do not think its a scam at all, and you are able to cancel your switch at anytime you are not satisfied

I get a spam call posing as "Discount Center," an initiative fitting people with various discount programs. I ask what their website url would be, and the operator goes, "It's just 'Discount Program'." Ok, I go to discountprogram.com, and of course, there is nothing but some crazy-looking server error code. Back to her, at which point she says, "Uhm...we don't have a website." WHAT???"
Then she proceeds to her pitch: "Congratulations - you have qualified to switch to something called UER Program!" I ask what the UER stands for. She deliberates for a moment for a moment and replies, "Utility Energy Revenue". It almost sounds like she's made it up on the spot. Again, there is no mention of this "company" anywhere online. I ask her to mail the details of the program, she says that they can only give them over the phone. What's really suspicious was that they already had my name and address somehow, which they asked me to confirm.
I smell SCAM!!!! Stay away and remember to file a complaint with the FCC online.
I have had people tell me that they are not able to cancel when they want, or that th companies make it extremely complicated to cancel while still getting their high bills. A lot of these companies give you there own terms and conditions meanwhile they go the Supplier website an sign you up for completely different terms and conditions that would otherwise tell you that your rate can go higher than your utilities rates. Better to do your own research once you're aware. These companies do not have your interest at heart.
These companies have your number only. They use sites like 411 to look up your info. That's how. If the information is correct they look more professional. Otherwise, they ask you to verify the information.
