phone rang at 11:18 (am) today, Aug 23, '12. caller id on phone showed "Coamerica alar 971-220-1656". When I picked up it went to dial tone. When will the FTC put some teeth into the Do Not Call List rules?

Identified as American alarm company. They kept saying something about giving my son who is a state trooper a raise and when i asked who they were they hung up.
