Never a live voice, calls all the time.

When you call this number back, it says you've received a disconnected number for Pacific Telecommunications and the number isn't in service.

Yet it is the number displayed on an incoming call on my cell phone.

Received a call and did not answer. I do not answer numbers that I don't know.   But usually call back with unidentified number. There was a recording stating that it was a disconnected number of the Pacific Telecommunications Group.

This telephone number belongs to Pacific Telecom Communications Group.  They are a public utility who's business involves facilitating illegal telemarketing calls in violation of 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.
