This is a government grant scam they want you to send them money (about $300) so they can verify that it is you to release the money. After they receive your money they say that they could not verify your identity because you didn't put your middle initial or something to that effect and they say you need to send another 300 so they can complete the verification. One of them uses the name David Max.
