I just got three calls from this number today and when i went to call back it did not even ring but a man's voice recording came on and said this number can not be reached and that was it

Sounds like a scam to me. When I get calls from unknown numbers I won't answer. And if it's legitimate, they would leave a message.

Theses people are trying to steal your identity. They claim to be from Visa/ mastercard. They are not. Do not answer.
