I called the call back number of 800 210 3613 but that number was no longer in service.  I suspect this is just some person using an automatic dialer as a joke and not serious about selling anything.  I'd like to beat on him with a big stick, however.

It's a debt consolidation company.  They guy said that they buy the phone numbers from places that sell your information.  Do not answer this call.
