Nobody is asking where these clowns get our numbers in the first place.
I get these calls all the time. The solution is not in modifying phones so much as it is in modifying the laws that govern
information sharing. Banks, grocery stores, government agencies, any large retail chains, cell phone carriers and even hospitals all share your info and treat the act of doing so as a free revenue stream (this website probably does too). Just read those 'terms of service'.
Cut off the info sharing and problem solved.
