Figured it out. You can't call these people back. The number comes up "disconnected" but its some telemarketing company selling "male enhancement".

I get called 8 or 9 times a day from this number. I answered twice and they asked for someone I didn't know. I told them to quit calling as they had a wrong number but they keep calling. I was guessing it was a collection agency and they think I really am that person. When I call the number back, it says it has been disconnected. Anyway I finally blocked their number.
