These people are highly aware of their calling the wrong number.
They do 'repeat calls' to 'rack up call time for agents' and thus can 'charge additional fees' for debt balances they've already bought from reputable? sources for a dime on the dollar.
Used to be that they needed a 20 second contact or voice for 'count' but I think they're now robo calling for 'outgoing counts.'

These calls are unwanted. I too am on the do not call list but that doesn't stop them.
Someone else had my phone number until April 2012.
The woman has vanished from the sight of the debt collectors who are still looking for her.
You might think they'd have caught up with her by now.
