Yes, I just received a call. I have been getting spammed alot so I do not answer. When I used to there is a pause, while the autodialer that made the call signals someone live to pick up the line, then they procede to want to do a medical survey in the direction of selling viagra or whatever. Don't know if this is the same, but from the above, probably is.
