Not sure what you are trying to say.  One glaring error is this.  The bank is located in New York, but they are giving you a phone number in New Jersey.  Two different states.

It sounds to me as if they are trying a variation of the Nigerian 419 scam, promising you non existent money as long as you pay the "fees"
