This sounds like piracy -- "unregulated service" scammers, who get you to sign up for some bogus "service." Incredibly, they can actually use your phone company's lines AND the billing process to "get you" for a few dollars or cents a month until their scam is blown. Using the phone company lines is not actually illegal, but in doing so, they prey on phone companies' customers which is of course fraud. As I understand it, if your phone company is in a period of change or turnover, these scammers can swoop in and take advantage while their regulatory rules are in limbo. It's only speculation, but I wonder if the recent Homeland Security lawsuits against certain phone companies (like mine: Qwest) have anything to do with it. ALSO -- I talked to ALLSEC once too, and the young person who talked to me SLIPPED with his language and said "Have you been sent over to billing?" and I caught it, and said, "Billing?? I haven't agreed to buy anything!" and the kid was flustered and said, "Oh, I mean our information center," or something like that. DON'T LET THEM TALK YOU INTO ANYTHING.
I work at Cincinnati Bell and had a call from a customer who received a call from this number. They claimed they were from Cincinnati Bell. That is not true. This is a telemarketer located out of New Jersey
frequent calls. Usually no response on their end. Called back once and a woman answered. Today I will call again and advise them to take me off their call list. FCC allows you to sue them if they call again.

I get dead air calls like this all the time and it is really starting to make me mad. Has anyone had any success in having these calls stopped after notifying them?
Like the others listed, I have received dozens of dead air calls. I even tried staying on to get someone to talk to me. Finally, I called them and inquired about the reason for their calls. The woman I spoke to spoke very softly in English I could barely make out. I asked them to remove my organization from their call list and informed them that they were wasting my company time and that I frankly, found their tactics quite rude and unprofessional. I'm interested to see if the calls stop or not. BTW, we are registered on the do not call list and have been since it began. Next: contact the FCC.
