These people are like viruses. Turn it around on them - send faxes to the number that called you to tie up their lines and drive them crazy. you won't get charged for it, 'cause it won't go through, but they'll get that annoying squeal if they answer.

Then you block the area code + the troublesome exchanges. (201-5xx, 201-45x, 201-457...etc). It all depends on how few numbers the call blocker can work with. My blocker can work with as few as 2 digits. Look at the specs of the blocker before you buy.
