Who called from 2017087991

I got the same call, and when I tried to call it back got the same response you did

Two days in a row now! Hit ignore, they never left a message. Awesomely annoying.

I traced the call to Hackensack, NJ to the Ymax Communications Corp. and googled that TURNS outs its is the company that invented and owns the MAGIC JACK, that peice of crap usb phone jack

I just got a call from this number on my cell and called it back.  There was a message saying that scammers have "hi-jacked" the number and not to answer or call them back.  He also threw in some warranted expletives which was funny.
