Who called from 2019184826

Why do we get these calls and how do we stop them!

has called 3 times within last 2 hours - hangs up before i can answer phone
when calling back says this number can't be connected

I have had 6 calls in the last 4 days and its extremely annoying. How do we make it stop?

I BELIEVE THAT THIS IS SOME TYPE OF COLLECTION AGENCY, TYPICALLY THEY JUST CALL TO SEE IF THE NUMBER IS A GOOD ONE, HOWEVER YOU COULD NEVER RETURN THE CALL BECAUSE THE EXTENSION IS NOT OPERABLE.  

THEY HAVE MY CELL PHONE NUMBER, I CHANGED MY NUMBER LAST WEEK.  MY NUMBER IS CURRENTLY DISCONECTED AND MY NEW NUMBER WORKS JUST FINE.
