Who called from 2019184954

I have gotten two calls in the last 30 minutes from this number. No one is there and there is never any message left. What gives with this?

I have received 3 calls from this number today.  When I did answer they hung up.

I also received a call from this number. I called  back and had the option of pressing 2 to put my number on their Do Not Call list.

I also received at least six? seven? calls from this number since yesterday.

2019183071 is one of their numbers.  Three of their numbers have called 7 times since 7:58 a.m.EST.
