Seeing this too in Indiana, 202 area code with multiple numbers, leaves no message, Name Not Found on caller ID. I am blocking all of them like this. Thanks to all for reporting.
Receiving multiple calls today from 202-031-0044! Recieved calls from Franklin research "202-681-5948 past few weeks. No reply if answered. Unreachable number when call is returned. Ima charter customer with home phone. Is charter the common thread?
Two possibilities :
One of several legitimate companies that have the two words "Franklin Research" in their business name. Google those two words; there are lots of them !!
A scammer operation calling itself "Ben Franklin Research" that lies to people about having federal grants for them. The claim to be doing research is really a setup and a phishing operation. As the 202 area code is often spoofed by scammers pretending to be IRS agents, I think the scammers might have called you. See the reports on this toll-free area code thread :

Most likely Indian or Pakistani grant/loan/IRS/tech scammers. THey prefer to use area code 202 to make you think that they are calling from Washington DC. Ignore and block the calls.
