Who called from 2020894541

Phone rang twice and then stopped before voicemail could pick up.  When I called back received message..."Call cannot be completed as dialed".

I've never heard of a number (removing the area code) that starts with a zero.

I also recieved a phone call about an hour ago from 1-202-089-4541 it rang 3 times and quit ringing.  I didn't call it back but it appears from what I looked up the 202 area code is in the District of Columbia.
