Got the same call yesterday early evening. He has given up "live" townhall meetings because of too many embarrassing questions and protests. He has been doing these telephone townhall Q&A sessions for several years now. I gave up when it became obvious that callers and questions were being very carefully screened -- only questions that he had "canned" answers for and only pro-Republican questioners, something he can not do at "live" meetings.
His office was instructed to remove my number several times. Obviously they choose to ignore the requests (or are just too clueless to do so).
It's Congressman Andy Harris (Maryland, 1st District), which explains the CID "CPTL US" (U.S. Capitol). Call on Feb. 16, 2017 left a message. The call was to announce and invite participation in an upcoming telephone townhall Q&A session. If you live in Maryland's 1st District, you can expect such calls from a 202- or 410- area code every few months.

Unannounced telephone town hall from a Congressman too afraid to meet with real constituents. He's been doing these for years and is essentially a political commercial with easily answered softball questions and so-called constituents gushing about how much they love him representing them.
