I got a telephone message claiming to be IRS agent from Department number 202 telling me that IRS is filing a lawsuit against me because of money I owe to IRS that I have not paid. I know nothing about money that I owe IRS that I haven't paid.

There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
