A recorded phone message was left saying a lawsuit had been filed on my name and before they go to legal matter with the local county courthouse, to kindly call back. The message didn't say it was from the IRS or anyone else. I did not call back.
I received the same call this morning. Officer Black said IRS agents had been to my house 3 times to deliver documentation saying I owed money on my taxes over the years 08-12. He said a lawsuit was pending unless I choose to settle out of court. He said the IRS will send me a certified letter explaining their audit.
There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
