I've recieved a few calls from this number threatening to arrest me within a few hours. They stated they calling from the IRS and I have been audited. It really scarred me. They even left voicemails.
There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

They called with the same message when I called back they tried to tell me that I had a fraudulent loan through Cash & go for over two years now. I never had a loan with Cash & go. I hung up on him. They do not speak English clearly either. They said they were from the federal courts.
They called claiming that they were from the Federal Claims Court. I hung up on them. Out of curiosity, I decided to call them back a couple of hours later. A guy with a broken accent answered, asking how he could help me. I asked him who this was. He said that he was the Federal Claims Court. When I told him that no such place exists (I know that there our government does have a Court of Federal Claims, but I wanted to see what he'd say), he called me an [***] and then said that he was at McDonald's. "So you work at McDonald's?" "Yeah." "So you're not the Federal Claims Court?" "No." "Can I get a Big Mac?" "Sure."
