Who called from 2022395968

This is definitely fraud.

How can you be sure it fraud?

they gave me a call to say i was given a grant of 10,000.00 and they gave me this phone number with a number of verification
it was a learning system company based in washington  how sad peoples can be

Is it fraud??

Of course if is fraud. There is no such grants program and you never have to pay to receive a government grant you have applied for.  Here are two links about these scams:
