I received the same call and the story. I called the local police and they asked me to report these scams to FTC's Fraud Division. By the way, when I called Justin Mark, the scammer from a different phone number, no one responded, just a recorded message.
Yes, I hope that people do not fall for these scams. Everyone should know that IRS or any other Federal, State or local agency does NOT do business over the phone, or threaten people. If money is owed to IRS, they collect it, WITH interest, when you are ready to pay.

Recieved a call from 202-239-7173 Crimal Investigation unit of IRS. Strong India or Pakistan accent. Was very forceful on the phone. Said there was a warrant out for my arrest. I explained it is impossible I have not done anything wrong and would not. I stated the IRS does not work in this fashion. They would send a certified letter or something. He said they did and I said you must have the wrong person. Nothing has come to this house. He said they had homeland security on the phone and were ready to come and put handcuffs on me. The person got frustrated and then put his legal person on the phone. He asked if I had a criminal attorney I said yes. Which I really do not. He said please give him the number. I said glady. Before I could look up anyone he said bye and hung up.
