message said to call them it is very important if i don't call they will take actions against me even thou they have not asked for me in person or ask for anyone else

I received a call today also and it was a recorded message from Gene Smith (maybe a long lost relative?) from the IRS and that I need to call them back at this number before any further legal will be taken. Is this real???
I received the same call this afternoon. Same message. Called them back and guy of Middle Eastern decent says there's a pending lawsuit against me by the IRS and asked for the name of my attorney. When I asked him if he was really the IRS, he immediately hung up. I have reported this to the IRS phishing hotline.
