This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). Received call on March 16, 2017 at 11:14a EST from Missouri with cell number of 202-241-0742  that begun with an automated voice stating that I was named in a lawsuit, to contact my local IRS office and that an unbondable arrest can be made. I called the above number (202-241-0742) and spoke with an "Officer Harry Johnson" alleged IRS badge #7986.  He attempted several times to tell me my "case number," however, I did not understand the first several letters he was saying. This was due to: 1) strong, foreign accent 2) Excessive, random and loud voices in background obviously talking to other people. I just got a call today from this number and I want to thank everyone here who posted. Because when I got the call to be honest I was a little worried being the IRS. So I searched and found this page and read about the scam. Thank God. The officer
My call soon after, he went into detail how the IRS was investigating me, to which I thought to myself let's have fun with this jerk. So I told him (which was a lie)that my mom also works for the IRS and which department does he work for? he mumbled something and hung up on me, I called him back and he said don't call me anymore, and hung up on me again.THIS NUMBER IS A SCAM. DISHONEST THIEFS PRAYING ON THE INNOCENT. Here's a cool idea to help out * 69 your phone number and call them throughout the day. They will not know its from you and this will tie up their lines and maybe make them stop, well at least pause for a while.
