Said Officer Julie Smith of IRS and me or my attorney must return the call right away or there would be problems. Called back voice said person not available. Of course it's BS, but I wanted the chance to curse them out

Called identifying herself as Julie Smith with the IRS. Indicated that I needed to call back with my attorney present. Called back and talked with John who asked for the name of my attorney. Yes, another group of people without a conscience calling people in an attempt to scare them into accepting their SCAM.
Report the Calls to the real IRS here:
•report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
•You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.
