Confirmed fraud attempt (IRS script). This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). This is a guy from India (or Pakistan) posing as an IRS officer and demanding thousands of dollars be paid, but not by credit/debit card, check, or any formal means. He demands to withdraw cash from bank, buy Government Registration Bonds (I'm not sure if such thing exists) from the stores like Home Depot, Food Lion, etc, and tell them the Bond Number over phone. Don't know if it's possible to transfer funds to foreign countries like that, but this guy insists on it and threatens to get you arrested by police for not paying some imaginary IRS dues. Funny thing is, though he uses a DC number and claims to be working in IRS DC office, he knows nothing about locations, jurisdictions, local codes, etc. in DC or US. Thus these guys are some rotten thugs trying to prey on some unsuspecting US residents.

I was contacted this morning by a person representing himself as an employee of the IRS. He stated that a complaint had been filed against me to the IRS. He wanted to know if my local police agency had been to my house this morning, questioning me about the complaint. As we have no police department at my address, and I so stated, the person questioned me as to what police coverage we had. As we only have a Sheriff department covering the county, we do not have police coverage. This person wanted to know if there was a Texas Police Department covering my town. I figured I had a scammer and tried to keep him talking while I got pen and paper to write down about the incident. However, my phone (a wireless handset) died and I lost the connection. After I wrote down about the incident, I called the number back. I got the same place and they (officer William Smith, officer of the IRS) wanted to continue the questioning. Again, my phone died.

The phone number is allocated through YMAX Communication Corp., Washington, D. C.
