they said they are from the irs saying you owe federal taxes

A threatening call from "IRS" telling me that my taxes are overdue.

There is a widespread IRS or "tax scam" being  practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

These stupid idiots told me that I owed them $4000, told me I had a warrant issued for my arrest and that they would be at my house in 15mins to arrest me. So I cussed them out and he hung up on me. I called them back and told him that I contacted my police dept and they told me there was no warrant. He then said "o yea that's right I have to send them the details over then they will be at your house in 15 mins". I then cussed him out AGAIN and he hung up on me. Then I called back and they kept ignoring my calls so I left them some very vibrant voicemails. Finally I got them to answer, I tried to be nice to the guy and see if he would talk to me, he ended up asking me if I was single and if I would marry him, or I could pay him $10,000 and he would stop calling people. Then he hung up on me. We called them back AGAIN and when they answered they said "criminal department, this is McDonald's how can I take your order? Would u like a cheeseburger? Are you going to pick up your order or are we delivering?. Then told me that if I didn't stop calling them they would put my number on eBay and Twitter and sell it.. Um yea ok.. Wtf?!! I told them they messed with the wrong American!!

Bravo!  They just called me and I am contacting the IRS to lodge a complaint.  Bravo to the way you handled it!!!
