Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

This Consultant (David Meyers) called my house that my daughter is owning IRS $2,976.16 and there was a Warrant to arrest her for not paying. That he was calling from IRS Federal Tax Office Department with Agent# ATZ14454. My neighbor told us the same story. I don't think IRS will hire these Scammers/Touts to collect money owed through the phone. I believe IRS will write you if you are owning Uncle Sam.
The caller spoke like an Indian, probably calling from Bompai or somewhere in Asia. If you receive these type of calls, I think you should report these bogus calls to FBI. We should go after these fraudulent individuals on the internet. It is Federal Offence, an invasion of privacy and personal harassment.
