These calls are not coming from the IRS or anywhere else in the US government.
Here is a story from FOX 13, Tampa Bay, Florida about these calls. It's the best explanation I've found so far of these calls as well as what to do when you receive one and to whom to report the call and how:
Something about being an investigator from the fraud division. Couldn't understand the guy and I listened to the message at least 4 times. Left a number that he wants me to call as soon as possible. He can hide in the bushes and wait for my call.
Just tried to listen to a message from this same #, after reading some of these post I am laughing uncontrollably. The cows will sing old glory before I return this dudes cal!

My mother got one of those. She is 77 years old and not in good health, she was really scared. Hope they don't call again. The idiot speaks barely comprehensible English, but it can still scare gullible people into paying "ransom".
Does anyone now if there is a place to report this?
Also received the same -- claiming to be Shawn Tiller. When asked what office / agency he was from, only said "Washington department". Pretty clear it was a scam.
