They call saying he was going to send the police

Received several messages from someone reporting to be an officer by the name of Jeff  from the IRS, the name on the caller ID is a Elena Rayes, never reponded to the caller!

threaten to come arrest my family send my son to department children family services saying he's Officer Mark calling us stupid but won't give us know information asking us for a personal information

It is a scam to extort money from you.  It illegal to make threats--but then you are probably dealing with a bottom feeding debt collector.

Refusing to give you information---a certain scam.  A legitimate company would give that as well as their location.
