There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

Recorded message saying this is the final notice, the IRS is suing me, need to call this number back immediately.
The number shows up as a New York number: 516-746-9209
Automated message from caller that IRS is after me to sue me. Said to call this number to find out claim. 202-241-7039. I just deleted the message and wrote about this continuing fraud on this site.
Received the same message last night. That is was the final call from the IRS regarding lawsuit and I needed to contact 202-241-7039. The call came from number 512-495-9027.
