This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.
Read http://www.treasury.gov/tigta/press/press_tigta-2014-03.htm

As general background information, here are a few things you can do:

1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines but not by calling them back directly (the number may be spoofed and repeat calls by you may - under exceptional circumstances - amount to harassment). The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://m.ndtv.com/article/india/ex-call-centr ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). You can use the following template for your letter (more powerful!) or email:

Called and thought "What the heck, I'm not doing anything important right now".  Voice on the phone (Couldn't tell if it was recorded or live) said I had criminal charges pending and the only way to avoid this was to call him back at 202-241-7142.  Total scam, but I called the number anyway (Different phone) and it was a Magic Jack number that wasn't available.  It is a scam...be wary if you interact with them!

This is not a legitimate call from the IRS.

Please see the following press releases:
http://www.irs.gov/uac/Newsroom/IRS-Warns-of-Pervasive-Telephone-Scam
http://www.irs.gov/uac/Newsroom/IRS-Reiterate ... -Telephone-Scam

Since this individual is impersonating the IRS you should also report it to the Treasury Inspector General for Tax Administration (TIGTA). You can send an email to [email protected] or file an online complaint by completing their "Online Form" located on their website, http://www.treasury.gov/tigta/contact_report_scam.shtml

Please visit our "Report Phishing" website (http://www.irs.gov/uac/Report-Phishing) and click on "Complaint Assistant". This will allow you to file a complaint with the FTC and identify the complaint as an IRS complaint.

Alternatively you can file a complaint directly with the FTC by visiting http://www.ftccomplaintassistant.gov.

Whether you use the IRS link or file the complaint directly with the FTC, add "IRS Hostile Call" in the Comments section of the complaint.

Individuals who have been victimized by this scam and have provided one or more Green Dot MoneyPak numbers to the scammer should also notify Green Dot directly at 800-473-3636 to report the scam and open an investigation.

Received a call from this number but didn't answer it.  The message left was rather threatening and disturbing and by no means friendly.  It sounded like an indian man who did not say his name or a company name and did not use my name.  He just warned me to call the number back and if I chose not to he could do nothing but wish me good luck as the situation now unfolds on me and I will need to save myself.  I googled the area code and found this site. Glad I didn't call him back; I can't even imagine what he would have said to creep me out!
