This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.
Read http://www.treasury.gov/tigta/press/press_tigta-2014-03.htm

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). You can use the following template for your letter (more powerful!) or email:

With an accent, left a message about IRS and fraud and do not ignore and then good luck. my boyfriend called him on speaker phone, grilled him about his problem is. he asked the caller if he was a muslim idiot, the guy with an accent started yelling insha allah this and that (with words in some foreign language). for a minute, the call became a shouting match between my bf and that islam creep. i ended the phone call. these creeps in the islamic world should get some sense - beheading, terror attacks, scams.

it is scam number, today I got a call from them, stating that IRS is calling , I am going to be arrested and there is a arrest warrant for me for 72 hours, i will be in jail,  all speakers where speaking with indian-pakistani accents. So i went to the police department, they told me that it was a scam, and suggested to block the number for future. Do not believe them when u get that kind of calls, and check with IRS web page, they have some stuff about the scammers.

I received the call this morning , a female with Indian accent  posing as an IRS employee and I have been investigated and a warrant was issued to be arrested and will be taking to Alaska for 3 years and pay $40000 penalty unless I pay $3650, than I told her that I never received a notice. than she put  her supervisor as she stated on the phone, another person with Indian accent. he said they will work with me since I have no prior record...than the other caller come on the  phone than she mention that I file my taxes through H R Block . she ask me the put her on speaker and go to the nearest ATM machine withdraw  $500 and follow her accountant instruction...  I hang up on her and call IRS advocate,  they let me know that it is a scam and I have to report on www.treasury.gov  Please be aware those are well organized scammers I almost fall for ....
