Several days ago this number called and again today (10/28/14), so I answered the call. It was a recording and the voice was arabic, stating he was Officer Foster with the IRS and this was an "urgent time sensitive issue" that a lawsuit has been filed by the IRS against me for miscalculations on my tax refunds. So I called back and got a voicemail, but the mailbox was full. Meanwhile, he called back - I did not give him any information, but he knew my name (not my legal name) and this is not likely of the IRS; therefore, I assumed it was fraudulent. He asked what was my attorney's name, etc., as a lawsuit was filed and I owed $1,200.00. I advised that I have not been served with, nor have I rec'd any documentation of this. He wanted a deposit in the form of a money order, and said an IRS agent would be at my home tomorrow between 10:00 and 10:30a.m. to pick up and hand deliver documentation. He tried pressuring me by asking if I wanted to work out a deal or go to jail tomorrow. I then asked for his IRS ID number. He then became fowled mouthed by asking if "I wanted to suck his d*ck" and calling me vulgar names, which I reciprocated, resulting in him hanging up.
Confirmed fraud attempt (IRS script). This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines but not by calling them back directly (the number may be spoofed and repeat calls by you may - under exceptional circumstances- amount to harassment). The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). I received several calls from this number(202) 241-7497 and 202 23902903. When I called back VM was full. I continued to get the calls every 10 minutes to an hour. I called back and spoke to some indian guy who stated he was from IRS. then he stated that he had pictures of me on the internet and on a porn site. He said he wanted to pay me to come to my house for sex and that I was the top rated porn star on some site and would pay $800.00 for sex. I told him not to call my phone again but the calls continues.
Consider maybe getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
