Someone from this number has been repeatedly calling to threaten my arrest for an unpaid tax lien which does not exist.

I just got one today, too!!  He claimed his name was Eric Matthews, and that he was the Treasury Inspector General with the IRS, and also a tax attorney.  He claimed that my husband and I were being investigated by the IRS, and that we had engaged in fraudulent activity on our taxes sometime between 2006 and 2010.  For this, we were about to be arrested within the hour.  He went on to lecture me that this is a serious offense to our country, and that we would be sent to prison for three years and charged with felony/treason unless we choose to go through the US courts and dispute it.  He said the IRS is seeking to recover unpaid taxes by taking legal action against us in a lawsuit.  We would have a tax lien against our property, and our house and assets would be sold off to do so.  Our wages would be garnished and our bank accounts frozen.  And we could serve a maximum 3-year prison sentence, and be charged with a $48,000 fine, unless we went ahead and "took care of the matter now" (within an hour), and went ahead and worked with him to pay some down now (within the hour) and come up with a payment plan to pay back the rest of the amount owed, which he claimed was under $2000.  I started asking questions, and he became irritable and hung up on me, threatening that he would not be able to help me further unless I took immediate action. When I questioned him, suggesting this was fraud, he hung up.  Then he had a "local police officer" contact me (with caller ID '911') to confirm my address for them and to warn me that they will be coming to arrest me within the hour.  I started to argue with the 'police' that this was a mistake, and he said that that he was just doing his job, and that I would need to call back the federal agent and let him know I would cooperate, and that was the only way I could avoid the arrest.  He wanted me to 3-way call back "Eric", otherwise he was on his way over!  When I called Eric back, he said that if I take action now to pay back some of the money we "owe" the government (and work out a payment plan), then we can avoid the arrest, and the tax dispute can be later contested in the courts.   I hung up and called the local Sherriff, to tell him about this scam and to make sure these fraudulent guys were reported.

TOTAL FRAUD!,,  they will call and threaten immediate arrest if you do dot pay today. They will give you a number tha has an answering machine that claims to be the security officer Carter.

Just hang up. Or threaten to report them to the FBI
They will hang up. By the way it might be more believable if they spoke English.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf).
