Caller was seeking a friend who is elderly. Left a voice mail saying he was John Barnes calling from the FTC. I used Google to get the number for the nearest FTC office and confirmed that this is NOT a number FTC uses in DC.

THIS CALLER HAS A FOREIGN ACCENT. I live in an area where there are many immigrants from diverse origins but still could not identify with certainty.
