Person called and said I owed the IRS $3,986 and that the police were coming to my door to arrest me for 72 hours.
They told me Homeland Security was going to take me away and seize all my property.
They had a very foreign sounding accent. When I told them I had no money and no way to pay  they asked me to get a loan from friends or a bank.
They said a second time the police were coming to my door to take me away.
Each time they spoke I was silent and listened.
I have no way to pay. I have no extra money and no one wants my junk otherwise I  would have sold it a long time ago.

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). This number call me at the morning, I missed it. They left me meaasge that they would take action against me. Therefore, I called them back. I tried many times and got connect  with them for one time. There was a guy answered the phone and said his name was Kevin and called from IRS. He askee me about my name, i didn't tell him. And then he hung up the phone.

Its a scam. Do not call back, do not answer or talk with them. Just pick up and hang it up if your there.

I received a call from this number asking for a previous employee of the company I now work for (company cell phone). When told the person no longer works here, I was advised of a back tax issue with my company they had dealt with the previous employee on (mind you, that person hasn't worked here in over a year!). Then I was asked for my age, told they were surprised I didn't remember them, etc. I told them if they have an issue with the company, then they obviously have the address & can mail their communications as my age is none of their concern.
