This guy sounding like he is from India called and said he is going to need $ 1300 from me now or he will send out an arrest warrant because I (he said my name) owe the IRS this money. I hung up and he called back and my daughter told him to get lost.

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). Gotten at least 6 calls from this number in almost as many hours today.  The first time he left a message saying he was officer so-and-so from the IRS, that there was a urgent matter he needed to discuss with me by the end of the day, and if he didn't hear from me today, he wishes me and my attorney the best of luck.  He never called me by name (just said "you"), had a slight to moderate Indian or Pakistani accent that didn't seem to match the name he gave, and didn't specify what was so urgent, so I knew it was a scam.  Immediately reported it to TIGTA, but they're obviously still trying to call, although thankfully not leaving any more messages.  If this continues tomorrow I'll have to put a block on the number.

Same as a above. Foreign voice , asking for my name  to look up my records. Said I owed $1900 to IRS told him this sounded like a scam. He then became very nasty, telling g me that  he will send th epolice to arrest me. I said "Good day and hung up. I will  report to TIGTA.

Just got a call from this number. Claimed his name was Anil Adolfis (Or something close to that). He has an Indian accent just as the others said. He asked for my mother by First name, but not last. She was not home so I took down a message. He asked who I was but I refused to tell him my name. He said she needed to call him back immediately to discuss her federal income tax and that he was from the IRS.
