This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:
1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.
2) Help kill their phone lines. The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)
3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://www.ndtv.com/article/india/ex-call-cen ... mmission-320427). A US task force has already been set up in Jamaica to nab scammers there (see http://www.ice.gov/doclib/news/library/reports/cornerstone/cornerstone7-1.pdf). You can use the following template for your letter (more powerful!) or email:
Ditto. Left a voice message. Unidentified caller with a thick accent claims that a lawsuit (also unnamed) has been filed against me. Says I, or my legal counsel, must call upon receipt of the message. Leaves this number: 202-241-8318. Ends by wishing me a blessed day. Several days earlier I received a recorded message that was interrupted. Lots of talking in the background, then a thick accent for about 5 seconds talking to someone in the room. Didn't think much about it them, but I'm sure it was the same scam.
Second time in 3 weeks, says I need to get a lawyer because they are the IRS. I called back the first time told him he was a scam and to send me a letter, then hung up on him. Reported to IRS. Just blocked the number.
I just got this call as well. I didn't catch the guy's name, but he introduced himself (in a very thick accent) as Officer so-and-so with the IRS tax crime division, that he was calling about a tax debt owed and did I have myself a good criminal attorney as a case had been filed. In my case, we DO owe the IRS money, but we have a payment installment agreement in place with the IRS.
I told the guy "my husband IS a lawyer" (which he is) and asked for the case number. He hesitated and gave me some 6 figure combination of letters and numbers (court cases are not so shortly numbered). I asked him which courthouse the case had been filed at and he said "the one in your county". So I said "and which county would that be?" and he said, "Um...in California".
I'm not IN California.
If they call you, don't give them any of your info, but get as much as you can from them. Their name, their IRS operator ID number, who their supervisor is, what IRS office they are operating out of and what the main phone number to that office is. Nine times out of ten, they'll get flustered and hang up.
I received a message from Mike Davis 202-241-3586 on my home phone number stating that he was with the 1040 Tax Audit and it was important for the recipient to call. I didn't know the call was for so I called him back. When I got ahold of him, he began to tell me that there was a felony case against me for tax fraud and treason and gave me a case id etc. He listed all sorts of counts against me. Told me how I had let my family down, and that they would freeze my accounts, take my home and cars away. He began to read me an affidavit and told me not to interrupt until he was finished. When he was finished he told me that within an hour Federal officers would be at my address to arrest me. I told him I had no idea what he was talking about and he said I could take it up with the court. I don't know about you but it scared the crap out of me. After talking to co-workers and looking on the internet I have found that I am not the only one he has talked to. I also went to the IRS.gov website and issued a report. Lets all stand up against these no good scammers!!!
These very bad scammers are very funny.
I truly enjoy giving them the run around.
I ask them for their supervisor, they guy put me an hold and came back saying that
he is the supervisor. It is like the cartoon. Hahaha.
I told him I don't believe him. Then he raised his voice and using an even deeper accent he said,
"just watch, tomorrow morning, what happen to you!" and hung up.
hahaha.
I ask them which IRS field office they are at, he stumbles by saying they are calling from Washington DC.
Other than being a comical break call during work. These clowns are waste of time. I understand there are millions
of poor people in India, but seriously they are bringing down their ethnicity standards beyond negative territory in my opinion.
