Message was left asking for a return call within 24 hours or a warrant would be issued but they did not specify the name of a person. When I returned call they reported they were with the IRS and requested my phone number which I refused to give as they refused to answer any of my questions until they received my number. I called from a different phone. They kept hanging up until I unblocked the number.
II have not received any correspondence from the IRS and do not owe them any money or fines.
There is a fairly common IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
