Called my cell phone and hung up when I answered.

Same happened to me today. Search says it's a landline in Washington, DC.

I called them back - it is a company called Reward Redemption telling me I'd won a $100 gift card for visiting one of their sponsored websites. Told me to press 1 to receive my gift card (which sends you to a live person) or 2 to be placed on the Do Not Call list.  2 it is!
