Who called from 2022590426

My answer machine picked up the call. There was a lot of background noise, then after a few moments, someone said "Hello". Then when they got no response, they hung up. I have no idea what they wanted. The shows up as "District of Columbia"

They call and ask to speak to my husband (by name) and won't leave a message when I tell them he's not here.

received 5 calls in the last 3 days; 3 of those were today- no message

A male voice starts off stating he is calling from.......then he starts to fumble over his words and hangs up the phone.
The second night all you hear is a lot of noise in the background and the caller never says a word for @ 4 seconds and then they hang up.

They call constantly every day. It's beyond unwanted calls--it is starting to feel like harassment.
