I got a call today by this number and the guy was filing charges of fraud against me for a 3 year olf bill that has already been sent to collections and was paid. He said if I didn't send the 200 in an hour he was filing charges and I would spend 5 years in prison

Ignore him. He's just a worthless foreign fraud attempting to shovel s**t up your a** in order to intimidate you into sending him money. They have big mouths, and absolutely nothing else.
