I received a call from 202-280-2361 about 8:41 pm. Caller ID said “District of Columbia”. I didn’t answer and they left no message. Later, about 9:55 pm I called the number and an answering machine said “Welcome to Hart Research Associates please leave a message at the tone.
I Googled 202-280-2361 with limited results. I then Googled Hart Research Associates. Apparently they are either (a) polling or marketing research company. Also, 202-280-2361 appears to be a wireless number.
