Who called from 2023677507

They called and told me they were a government agency saying I was entitled to approximately $7000.00, they had my name, address and age.

Keep calling and asking for my minor child, hand up when I say can I take message

Every time I travel to a foreign country i receive these types if calls when I come back

They keep calling as a government agency saying I've been entitled to $10,000 and ask me to claim it and it won't appear on my taxes they also knew my name

Total scam.  There is no grant/loan.  They simply ask for an upfront fee and once you've wired them the "fee" you never hear from them again, exept to ask for more money.  Ignore and block the calls.
