Total scam.  Originates in India.  Or Pakistan.  

First off, the IRS does not file lawsuits.  If there is a need for court action, the IRS makes a request to the DOJ which makes the final decision whether or  not to go to court-- usually to enforce a collection action of some kind or another.    See:   http://www.irs.gov/irm/part5/irm_05-017-004.html
But this only happens   after a long period of administrative negotiations with the taxpayer.   Before any court case would happen, the taxpayer would be well aware of it.   IRS is never going to cold-call you and tell you that a case is being filed against you  out of the clear blue sky.  IRS always initiates contact by US mail.
IRS has absolutely no authority over local police. The IRS has no powers or arrest, it is a tax collection agency.   Local police and law enforcement are NEVER involved in tax disputes.     If law enforcement presence is needed,  US marshals are available.  
Secondly, over 90 percent of all tax disputes are settled administratively during an appeals process.  
This is just a scam where somebody cold-calls, pretends to be IRS and  tries to scare you into paying money to somebody by Green dot money pak which is untraceable.
Ignore the call and do not return it.  Block the number.

These calls are not random.  These scammer/extortionists are predators.   The person calling you has all your financial information and a lot of personal information. They pick on women, single mothers, the elderly and members of the immigrant community.  They are looking for vulnerable people.  Which is why you should never return these calls.  If they sense any vulnerability on your part, they may hammer you with even more calls.

Invest in a call blocker and do not pick up on calls you do not recognize

This is a Pakistan or India based IRS scam. Do not fall for it. The IRS does not initiate any legal action via phone.

As general background information, here are a few things you can do:

1) Report it to TIGTA under http://www.treasury.gov/tigta/contact_report_scam.shtml especially if you have become a victim (lost money, gave personal information etc.). You can also file a complaint with the Federal Trade Commission at ftc.gov/complaint (include “IRS Telephone Scam" in your complaint). This way you can also help the government establish specific fraud patterns.

2) Help kill their phone lines but not by calling them back directly (the number may be spoofed and repeat calls by you may - under exceptional circumstances - amount to harassment). The scammers use Voice over IP lines (e.g. magicJack (Ymax corporation)) to make it seem as if they are calling from the US. This is always against these companys' terms of service and can lead to immediate termination of their contract and blocking of their IP addresses for future attempts to register. Do a reverse look up of their telephone number (e.g. www.whitepages.com) to identify the Voice over IP provider and report it to the company and/or law enforcement (local police and/or state attorney general)

3) If you are really annoyed: call or write to your representative in Congress. As these scams happen all over the country maybe this will trigger a reaction and provide US law enforcement agencies with the political backing and the resources they need to work in India and Pakistan together with local authorities (it can happen, read: http://m.ndtv.com/article/india/ex-call-centr ... mmission-320427). SCAM calls from "Internal Revenue Services" (not the real Internal Revenue Service).

The real IRS does not call you on the phone using an autocaller (voicebot).
