If you are lucky enough to get the grant after all that paperwork, they do not ask you to pay taxes, transfer fees, or any other types of fees. Also, please note that the government would never ask you to pay these so called taxes or fees to some anonymous person using Western Union, Moneygram, or any of the cards such as iTunes cards which is a new favorite among foreign scammers.
