Who called from 2025439994

I heard a long beep with very short cracks between the beep in intervals.
Now I'm worried I just called a hacker and signed up for something I don't want or with it being a D.C. Area code a government trial I CERTAINTLY don't want to be involved in. Now I am kicking self for calling.

I dont hear anything just a tiny crack. What does this mean.
